Submit the target property’s annual operating budget for owner approval (contract band: Oct 15 – Dec 1 submissions). Creates the property_budget in submitted; the owner’s approval gate transitions it (approved / objected). external_ref is the idempotency anchor.

Effects: create hospitality.property_budget; link hospitality.link.property_budget_for_property.
