Apply a suggested fraud_risk_assessment by recording the action class actually taken: approve_proceed / decline_block / step_up_3ds_initiated / step_up_kyc_initiated / decline_with_refund / decline_with_hold / approve_with_manual_review. The diff between recommended and applied action kinds is the audit-grade edit-rate signal (proposal 0015 §9). Rejected if the assessment isn’t in suggested state, has expired, or violates the block_band_no_auto_approve cross-link validator.

Effects: modify hospitality.fraud_risk_assessment; link hospitality.link.fraud_assessment_chained_action_target.

Apply against an open branch’s overlay view instead of the canonical (main) plane. The action’s writes land in the branch’s copy-on-first-write overlay, its events in the branch’s own stream, and the invocation is journaled for merge-by-replay. Branch writes are action-only, so this is the write-side entry point to a branch (POST /v1/branches forks one).
