Add a bookable function room to the property’s diary. capacities is a JSON array of {setup_style, capacity} rows; a combined_space_id makes the new room a section of a divisible one. The code must be unique at the property.

Effects: create hospitality.function_space; link hospitality.link.function_space_at_property; link hospitality.link.function_space_section_of.
