Record the composition of a single training run as an append-only training_cohort. shard_assignment is the SISA shard → tenants map; manifest_hash the sha256 of the canonicalised manifest. The handler enforces the tenant consent_policy.min_cohort_size floor on the number of distinct tenants in the assignment (kernel-level k-anonymity). epsilon_budget / delta_budget are recorded, never enforced (proposal 0026 §6). Emits training.cohort_assembled.
