Create or update an ingredient catalog row keyed on (scope, code). The scope is exactly one of brand_id / property_id. Subsequent calls with the same (scope, code) update the existing row; allergen + par fields overwrite on update.

Effects: create hospitality.ingredient; modify hospitality.ingredient; link hospitality.link.ingredient_at_brand; link hospitality.link.ingredient_at_property.
