Record a credential grant for a staff member. Renewals are a fresh grant, not a mutation; the current credential of a kind is the latest non-revoked, non-expired row.

Effects: create hospitality.staff_certification; link hospitality.link.staff_certification_for_staff.

Apply against an open branch’s overlay view instead of the canonical (main) plane. The action’s writes land in the branch’s copy-on-first-write overlay, its events in the branch’s own stream, and the invocation is journaled for merge-by-replay.
