Author or update the ordered progression ladder for a discipline at a property or brand. Keyed on (scope, discipline); subsequent calls with the same key overwrite the ladder. Scope is exactly one of brand_id / property_id.

Effects: create hospitality.development_pathway_definition; modify hospitality.development_pathway_definition; link hospitality.link.development_pathway_definition_at_brand; link hospitality.link.development_pathway_definition_at_property.
