Accept a pending candidate: create the person_merged_into link from the subordinate to the caller-chosen survivor (proposal 0027 §8.1), demote the subordinate to resolution_status = merged_subordinate, and reconcile the survivor’s consent to the most-restrictive across the pair — a withdrawal on either row wins; a merge can never grant consent the subordinate had withdrawn (§6). Rejects self-merges, chains (either party already in a live merge), and non-active survivors. May be routed through a 0020 approval gate by operator policy (§8.2); the action itself is gate-agnostic. Emits person.merge_confirmed.

Effects: link hospitality.link.person_merged_into; modify hospitality.person; modify hospitality.person_merge_candidate.
