Execute an HMA with the target owner company (kind = hotel_owner): creates the management_agreement carrying the fee schedule, delegation thresholds and performance-test parameters, linked to the owner. Covered properties join via add_property_to_management_agreement. external_ref is the idempotency anchor for provisioning replays.

Effects: create hospitality.management_agreement; link hospitality.link.management_agreement_with_company.
