Record the terminal outcome of a pending refund leg. Validators reject: target not a refund leg (payment_kind != refund), target not in status = pending, refund_status not in {refunded, failed, voided}, refund_status = failed without refund_failure_reason, refund_trace_reference_type / refund_trace_reference incoherence. Atomically transitions Payment.status = pending → refunded | failed | voided, sets refund_resolved_at, and updates psp_refund_reference / refund_trace_reference / refund_trace_reference_type / refund_failure_reason when provided. Failed / voided legs release refundable balance for retry per proposal 0019 §10.10 (retry creates a new leg with a new refund_correlation_id, never mutates the failed row back to pending).

Effects: modify hospitality.payment; modify hospitality.folio; modify hospitality.reservation.
