Record the terminal capture transition on a previously-authorised Payment. Validators reject: status != pending, review_state in {declined, expired}, payment_method_token shaped like a PAN, folio closed/void. Atomically transitions status = pending -> settled and review_state = held -> approved (when previously held). Captures the full authorised amount unless captured_amount names a smaller one — the guest who spent less than the hold — in which case the payment’s amount becomes what was taken. Multi-capture stays deferred per proposal 0018 §1.

Effects: modify hospitality.payment; modify hospitality.folio.
