Emit a typed triage against an inbound guest_message. Inserts a message_triage row in suggested state with an immutable enrichment_snapshot captured at issue time. Validators enforce: triage-for-inbound-only, recommended-action-in-operator-allowlist (when recommended_action_kind = chain_typed_action), injection-intent-escalation-only (forces escalate path on injection.suspected), PAN-redaction. Decision lifecycle flows through apply / reject / escalate / expire.

Effects: create hospitality.message_triage; modify hospitality.guest_conversation; link hospitality.link.message_triage_for_message; link hospitality.link.message_triage_at_property; link hospitality.link.message_triage_superseded_by; modify hospitality.message_triage.

Apply against an open branch’s overlay view instead of the canonical (main) plane. The action’s writes land in the branch’s copy-on-first-write overlay, its events in the branch’s own stream, and the invocation is journaled for merge-by-replay. Branch writes are action-only, so this is the write-side entry point to a branch (POST /v1/branches forks one).
