Escalate a suggested fraud_risk_assessment to the chargeback- defence team or risk analyst with structured handoff. Transitions decision_status to escalated; sets escalation_reason; optionally links to a named staff_member.

Effects: modify hospitality.fraud_risk_assessment; link hospitality.link.fraud_assessment_escalated_to_staff_member.
