Task an agent installation with a workflow step over the proposal 0022 wire: enqueue one pending participant_dispatch_attempt (kind workflow_step_invocation) the dispatcher worker signs and POSTs to the installation’s dispatch_endpoint_url. The payload carries the installation’s registry agent_key plus the caller-supplied natural-language task; completion flows back through the 0022 receiver routes, which advance this step via the internal step-attempt/result actions. The installation must be enabled, dispatch-configured, and — when it carries an allowed_workflow_keys allowlist — allowlisted for this run’s workflow_key. One in-flight dispatch per step: re-dispatch is rejected while a prior dispatch row is still pending/in-flight/acknowledged. Emits workflow_step.dispatched_to_agent.

Effects: modify hospitality.workflow_step_run; create hospitality.participant_dispatch_attempt; link hospitality.link.participant_dispatch_for_workflow_run.
