Record a human approval decision. Inserts an approval_decision, validates approval_gate_eligible_decider and approval_decision_context_hash_matches, recomputes gate status per the strategy, and on approved transitions the guarded step to ready. Agent decisions can be recorded for audit but cannot satisfy human-required gates (approval_gate_agent_cannot_satisfy_human_gate). Supersession uses the approval_decision_supersedes_decision self-link, constrained to same-approver / non-terminal decisions (approval_decision_supersedes_same_approver_only).

Effects: create hospitality.approval_decision; modify hospitality.approval_gate; modify hospitality.workflow_step_run; link hospitality.link.approval_decision_for_gate; link hospitality.link.approval_decision_supersedes_decision; modify hospitality.owner_statement; modify hospitality.property_budget; modify hospitality.purpose_grant; modify hospitality.workflow_run.

Apply against an open branch’s overlay view instead of the canonical (main) plane. The action’s writes land in the branch’s copy-on-first-write overlay, its events in the branch’s own stream, and the invocation is journaled for merge-by-replay. Branch writes are action-only, so this is the write-side entry point to a branch (POST /v1/branches forks one).
