Open a commission agreement between a property and a travel agent, closing whichever agreement was open before. Terms are never edited in place — a renegotiation is a new period, so a commission accrued under the old rate still answers which rate applied correctly.

Effects: create hospitality.commission_agreement; modify hospitality.commission_agreement; link hospitality.link.commission_agreement_for_company; link hospitality.link.commission_agreement_for_property.
